[Devel] French locale in planet

[Pierre Machard]

Hi,

a few days ago, I hacked planet a litle bit in order to have the right
layout for dates in French. 

I've also added a value that allows me to display dates in my timezone
(GMT+2). More precisely GMT+(3600 * 2).
