Here's a simple example, with just URL and name columns:
http://spreadsheets.google.com/pub?key=p-
hC6jVAyS8mYXZqf5lboKw&output=csv
Presumably if the column order was standardised the column headers
could be removed, or as you say the column header names could be
standardised instead.
Other possibly useful output options include
