Just want to point to my Venus plugin for WordPress:

While this doesn't in itself handle this use case, I use it with
WordPress' standard link-handling to manage subscription lists -- they
can be exported and used directly by Venus as an OPML subscription
list:

[http://blog.example.com/wp-links-opml.php?link_cat=7]
content_type = opml

And WordPress has quite a nice link administration interface...
