Here's the motivation:
As much as possible, I'd like planet 2.0 style config files to "just
work" without the need for significant modification.
I'd like the filters functionality that Venus provides to be available.

That sounds like a bug. I'd prefer a fix where the content tag is
replaced over changing htmltmpl to pick up the last content tag.
