[PATCH 0/3] PubSubHubbub publishing

Following are 3 patches which implement PubSubHubbub publishing for
the rss10.xml and rss20.xml files.

The XML files have grown the appropriate <atom:link> tags for both
ref="self" and ref="hub".  This also pulls in the python
PubSubHubBub-Publisher code by Brett Slatkin from
http://pypi.python.org/pypi/PubSubHubbub_Publisher/1.0.

I've tested this lightly, but it appears to do as expected.

I hope to use this with Planet Fedora
(http://planet.fedoraproject.org) for more timely updates of feeds by
aggregators.

I have not looked closely at writing a PuSH subscriber, and likely
won't have time in the next few weeks to do so, but would be
interested in such a feature.
